The Spotswood community is deeply saddened by the passing of David, the much-loved owner of the Spotswood Licensed Post Office. A familiar face and friendly presence to so many, David was a constant in daily life for generations of locals and will be greatly missed.
In true Spotswood spirit, the community has come together to support his wife, Frances, during this difficult time by holding a charity raffle, with generously donated prizes valued at over $4,000.
Spotswood Community Charity Raffle Terms and Conditions
1. Raffle Name
The raffle is known as the Spotswood Community Charity Raffle (Victoria) (Raffle).
2. Promoter
The Promoter is Spotswood Traders Association (ABN 28 566 181 581) of Factory 7/59 Hudsons Road, Spotswood VIC 3015, Australia.
Ticket sales and electronic draw administration are conducted via the RaffleLink platform, acting as the Promoter’s nominee.
The Promoter is a declared community/charitable organisation under Victorian law.
Declaration Number: 63642.
3. Authority
This Raffle is conducted with the written authority of the governing body of the Spotswood Traders Association and in accordance with the Gambling and Casino Control Act 2011 (Vic), Victorian Gambling and Casino Control Commission (VGCCC) conditions, and Consumer Affairs Victoria conflict of interest requirements.
4. Permit
As the total retail value of all prizes does not exceed $22,340, a permit is not required.
All proceeds from the Raffle will be applied solely for the benefit of the Spotswood Traders Association as a community organisation.
5. Raffle Period
The Raffle commences at 9:00am AEDT on 22 December 2025 and closes at 11:59pm AEDT on 13 March 2026.
No entries will be accepted after the closing time.
6. Eligibility and Conflict of Interest
Entry is open only to residents of Victoria aged 18 years or over.
Committee members of the Spotswood Traders Association, contractors or service providers engaged by the Association, and their immediate family members are not eligible to purchase tickets, enter, or win, in order to manage conflicts of interest applicable to incorporated associations under Victorian law.
7. Entry Procedure
Tickets may be purchased during the Raffle Period via authorised sellers or the Promoter’s approved platform.
Ticket pricing is $10 per single ticket or $20 for a bundle of three (3) tickets.
Each ticket represents one (1) entry in the Raffle.
8. Maximum Number and Value of Tickets
A maximum of 2,400 tickets will be available for sale, comprising 2,200 digital tickets sold via RaffleLink and 200 paper tickets.
The total value of tickets available for sale will be not less than twice and not more than six times the total retail value of all prizes, in accordance with Victorian gambling regulations.
9. Ticket Sellers
All ticket sellers must be authorised by the responsible person of the Promoter and must not be remunerated.
RaffleLink may receive payment for administering the raffle platform on behalf of the Promoter.
No book-buyer’s prize will be offered.
10. Draw Details
The draw will take place on 14 March 2026 at 12:00pm AEDT at 1 Forrest Street, Spotswood VIC 3015.
The draw will be conducted using a random process giving each ticket an equal chance of being drawn.
The first ticket drawn will win Prize 1, followed sequentially by remaining prizes.
A ticket drawn is not eligible to be drawn again. Reverse draw raffles are prohibited.
11. Winner Notification and Prize Distribution
Winners will be notified within two (2) business days of the draw using the contact details provided at entry.
Prizes will be provided within 28 days of the draw unless the winner cannot be identified, located, or declines the prize.
12. Prize Suppliers
Prizes are supplied by third-party businesses.
Prize suppliers are not the promoter of the Raffle and have no responsibility for the conduct or administration of the Raffle.
Prize suppliers must not be contacted by entrants in relation to ticket sales, draw outcomes, disputes, or prize allocation.
All enquiries must be directed solely to the Promoter.
13. Unclaimed Prizes
If a prize remains unclaimed after reasonable efforts to locate the winner, the prize will be retained for 12 months following the draw.
If unclaimed after that period, the prize will be sold or disposed of and the net proceeds paid to the Victorian Treasurer for deposit into the Consolidated Fund, in accordance with VGCCC requirements.
14. Banking and Records
All raffle transactions will be conducted through a single bank account held at a financial institution in Victoria.
Accurate records including ticket sales, prize distribution, banking statements, and disposition of proceeds will be retained for a minimum of three (3) years.
15. Privacy
Personal information collected will be handled in accordance with the Privacy Act 1988 (Cth) and used solely for the administration of the Raffle.
16. Liability
To the extent permitted by law, the Promoter accepts no responsibility for any loss, damage, or injury suffered in connection with the Raffle or the use of any prize.
17. Governing Law
These Terms and Conditions are governed by the laws of Victoria, Australia.
